Gimme a reason why the adult SSJ2 Gohan's strength is just can't compare with Dabra. So how is it?

I wrote "Dabra is as strong as perfect cell", because Goku said "Dabra is as strong as perfect cell(The third type)",but after said "He is stronger cell".In brief, Goku said "Dabra is as strong as after suicide bombing cell(power up cell)".Bojack has same strength too.Cell can self revival and get besides power.So Cell's power is discussion by DBZ fans.Would you like thought that my movie is one power's reference.

Dabra is abit stronger than perfect cell.Dabra / Broly / Teen Gohan SSJ2 / Perfect Cell / Super Android 13 are has the same strength, about, not exactly.
